Applicants who seek a waiver will be required to do a phone screening with the English Language Center (ELC). The ELC will then send the law school their evaluation, and then the admissions committee will determine if a waiver may be granted. As soon as a bill is introduced, it is referred to a committee. Both the House and Senate have various committees composed of groups of Congress members who are particularly interested in different topics such as health or international affairs. When a bill is in the hands of the committee, it is carefully examined and its chances of passage by the entire Congress are determined. The committee may even choose to hold hearings to better understand the implications of the bill. Hearings allow the views of the executive branch, experts, other public officials and supporters, and opponents of the legislation to be put on the record.

Passage of the bill is then reported to the other house where it is again read a second time; referred to committee for hearing; reported by committee; and third read and offered for final approval. If the originating house does not approve, a conference may be requested and members from each house are designated as a conference committee. Additionally, transfer applicants must provide a letter from the appropriate dean or administrator at the home law school indicating they are in good academic standing and eligible to continue their studies. Transfer applications will be considered only when the student has successfully completed all the courses required in the full-time 1L year of the home school. Bills chosen to appear on the Calendar for the Day or the Fiscal Calendar are drawn from the General Register. Each bill must have a legislator to sponsor and introduce it in the Legislature. That legislator is the chief author whose name appears on the bill along with the bill’s file number to identify it as it moves through the legislative process. There may be up to 34 coauthors from the House and four from the Senate. A bill is an idea for a new law or an idea to change an old law. Anyone can suggest an idea for a bill—an individual, consumer group, professional association, government agency, or the governor. Most often, however, ideas come from legislators, the only ones who can begin to move an idea through the process.
The bill is read twice in the early session; it is then assigned to a committee and sent to be printed. The President of the Senate or the Speaker of the House assigns the bill to a standing committee. The choice of this committee is made on the basis of subject matter, as outlined in Rules of the House covering the jurisdictions of the standing committees.
